Do you also get a whine when the engine is running?
This will be an earthing issue and given that it happens with the controls, likely to be in the head unit.
Some Pioneer units are know to blow earth tracks if misstreated by accident and this could well be the cause.
Otherwise check your wiring to the amp and how you have it earthed. A ground offset between the headunit and amp might be an issue.

As I said, earthing issue, most likely in the head unit.

Undo and reconnect all wires at your amps as a start. Check all wires are terminated cleanly and fully inserted into the connectors (no bare wire showing). I had the same issue and can only put it down to a stray strand of copper around the terminals because this all I did to solve it.
Once done, you can check that off and tackle any headunit issues if needs be
Keep us updated

This ^^
There is any easy way to check in the FAQs.
The permanent fix is slightly trickier to carry out but mine has been ''temporarily'' fixed for over a year, you just need to be careful in the future when disconnecting and reconnecting things.
