I dont think there is an actual list, its just frequently used terminology that allows the media to categorise individuals in the public eye.

There's four blokes and 2 girls who work in london, in a little stuffy office if you care. Their job is to scan the papers each day and decide who's in and who's out.

They also decide what the next 'new black' is. One year they fked up and claimed that black is the new black.

They cant be trusted.

Its just a cunjoured up rating system that has no actual rellevence but to the media.

The media is scum, thus no-one actually cares.
